Role Purpose
Julphar is seeking an experienced Senior Manager - Environment, Health & Safety (EHS) to lead the EHS agenda across its Ras Al Khaimah manufacturing campus.
The RAK campus is a large and complex pharmaceutical manufacturing environment comprising multiple production buildings, warehouses, laboratories, engineering facilities, industrial utilities and clean utilities.
The Site EHS Leader will provide strategic and operational leadership to ensure that Julphar's activities are conducted safely, responsibly and in compliance with applicable UAE and Ras Al Khaimah regulatory requirements, Julphar standards and recognized international EHS management-system principles.
The role will be a key partner to Site Leadership and will drive a proactive, prevention-focused EHS culture, ensuring effective management of occupational safety, health, environmental and process-safety risks across the campus.
Key Responsibilities
- Lead the RAK Campus EHS Strategy and Governance: Develop and execute the site EHS strategy, objectives, annual plans and improvement roadmap aligned with Julphar's business priorities, applicable legislation and recognized international standards including ISO 45001 and ISO 14001.
- Provide Visible EHS Leadership: Act as the principal EHS advisor to Site Leadership and build strong ownership of EHS across Manufacturing, Engineering, Quality, Supply Chain, Laboratories and other functions. Promote leadership accountability, employee engagement and a strong culture of prevention.
- Lead Site Risk Management: Ensure robust identification, assessment and control of occupational, environmental and process-safety risks across manufacturing operations, laboratories, warehouses, utilities, engineering activities and projects. Facilitate appropriate risk-assessment methodologies including task risk assessments, HAZID, HAZOP and other structured techniques where applicable.
- Own Critical Safety Programs: Establish and assure effective implementation of key safety systems including Permit to Work, Lockout/Tagout, electrical safety, machine safety, hot work, working at height, confined-space entry, lifting operations, excavation, contractor safety and other high-risk activities.
- Strengthen Process and Chemical Safety: Provide governance for hazardous materials, flammable and combustible materials, chemical handling and storage, dust and explosion risks, pressure systems and other process hazards. Ensure effective Management of Change and appropriate pre-start-up safety reviews for new or modified facilities, processes and equipment.
- Lead Occupational Health and Industrial Hygiene Programs: Ensure effective assessment and control of occupational exposures including pharmaceutical compounds, chemicals, dusts, solvents, noise, ergonomics and other workplace hazards. Partner with Occupational Health and relevant functions on exposure monitoring and health-surveillance programs.
- Lead Environmental Management: Ensure robust management of waste and hazardous waste, wastewater, air emissions, spills, chemicals, environmental permits and other significant environmental aspects. Drive environmental performance, resource efficiency and continuous improvement in areas such as energy, water and waste reduction.
- Own Emergency Preparedness and Fire/Life Safety Governance: Ensure effective site emergency-response arrangements covering fire, chemical spills, utility incidents and other credible emergency scenarios. Maintain strong coordination with Engineering, Security, Occupational Health, Business Continuity teams and external emergency authorities, and ensure regular drills and lessons learned.
- Lead Incident Management and Learning: Ensure timely reporting, investigation and escalation of EHS incidents, near misses and significant events. Lead or oversee root-cause investigations, ensure effective CAPA implementation and systematically share lessons learned to prevent recurrence.
- Drive Compliance and Assurance: Maintain an effective EHS legal and regulatory compliance framework, permits and records. Lead site EHS inspections, internal audits and compliance assessments, support external and regulatory inspections, and ensure timely closure of findings.
- Embed EHS in Engineering and Capital Projects: Ensure EHS-by-design principles are integrated into facility modifications, new equipment, construction activities, commissioning and start-up. Provide appropriate governance over contractor selection, contractor performance and construction safety.
- Drive EHS Performance Management: Establish meaningful leading and lagging EHS indicators, analyze trends and risks, provide regular dashboards and management reviews, and translate data into focused risk-reduction and continuous-improvement initiatives.
- Develop EHS Capability Across the Campus: Lead, coach and develop the site EHS team and strengthen EHS competency across all functions through effective training, coaching, safety leadership programs and employee engagement.
- Maintain the EHS-GMP Interface: Work closely with Quality, Manufacturing and Engineering to ensure that EHS controls, investigations, changes and improvement initiatives are implemented in a manner compatible with pharmaceutical GMP and product-quality requirements.
Qualifications & Experience
- Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, Chemistry or a related scientific/technical discipline.
- Master's degree in a relevant discipline is an advantage.
- Professional EHS qualification such as NEBOSH Diploma/International Diploma, CMIOSH, CSP or equivalent is strongly preferred.
- ISO 45001 and/or ISO 14001 Lead Auditor or equivalent management-system qualification is an advantage.
- Minimum 10 years of progressive EHS experience, preferably within pharmaceutical, biotechnology, chemical or another complex regulated manufacturing environment.
- At least 5 years in an EHS leadership or senior-management capacity with responsibility for a complex manufacturing site or multi-building operation.
- Demonstrated experience in occupational safety, environmental management, industrial hygiene, chemical/process safety, emergency response and contractor/project safety.
- Strong knowledge of applicable UAE EHS regulatory requirements and experience interacting with regulatory and governmental authorities.
- Demonstrated experience leading incident investigations, risk-reduction programs, audits and significant EHS improvement initiatives.
- Experience within a GMP-regulated pharmaceutical manufacturing environment is strongly preferred.
